Consumer opinion: My ISP is Kiva (by default after the demise of HoosierNet). If you need any special consideration (e.g., special rates for ex-Hoosiernet customers or special rates for IU employees) you will have much better luck if you visit the Kiva offices in downtown Bloomington. When I tried arranging such business by telephone my calls were handled by the eGix call center in some subterranean bunker in suburban Indy --they were always clueless about such offerings.
It is pretty clear that their business plan is B2B - residential seems to be just a legacy.
