Closed, and torn down sometime between 2015 and 2017. It's now a multi-suite building with Schwab, Century 21, and some other stuff.
This used to be a Captain D's (fake) seafood restaurant that was a division of Shoney's. Captain D's restaurants have a very distinctive architecture, and you could tell that La Torre just repainted one, with almost no other changes - it's like when you see some other restaurant in an old Taco Bell that has been painted blue or something.
